This Committee was established to examine the role that Tynwald should play in the budget process.

Call for Evidence

Deadline: Friday 30th May 2025

The Committee would like to invite written submissions from anyone who would like to comment on the Isle of Man’s Budget Process, including individual members of the public, businesses, bodies, and groups.

Submissions may focus on, but are not limited to:

  • The effectiveness of the current mechanisms for scrutinising the Budget;
  • The role that Tynwald Members, Department Members, and Ministers should play in the formulation of the Budget;
  • The timeframes for reviewing the Budget;
  • The availability of training, advice, and information in respect of Members’ analysing the Budget;
  • Whether Tynwald Members should have the power to make amendments to the Budget, and to what degree; and
  • The role of the Public Accounts Committee and the Policy Review Committees in scrutinising the Budget and its delivery.

Remit

That Tynwald notes the 2018 Commonwealth Parliamentary Association Recommended Benchmarks for Democratic Legislatures, together with the work done by the OECD and the International Monetary Fund on the role of the Legislature in Budget processes; and that –
(1) Tynwald agrees that scrutiny and debate on significant policies relating to the Island’s fiscal policy is a fundamental component of our democracy;
(2) Tynwald’s main roles are to review and approve the Government’s draft Budget (including its revenue estimates and its spending plans) and to authorise spending to implement the annual Budget plan, which it does in February each year; and
(3) A Select Committee of five Members be established to investigate the role of the Legislature in the Budget process and to submit a report to Tynwald by the last day of February 2026.
