Highways (Amendment) Act 2019

AN ACT to amend the Tynwald procedure in respect of certain orders amending the definitive maps for rights of way and associated statements, to amend the definition of "planning approval" for the purposes of the Highways Act 1986; and for connected purposes. 

Dormant Assets Act 2019

AN ACT to provide for the establishment of a fund into which the balances of certain dormant assets may be transferred; and for the distribution of money in that fund for charitable and other purposes, subject to a right to reclaim those balances from the fund; and for connected purposes. 

Charities Registration and Regulation Act 2019

AN ACT to repeal and replace the Charities Registration Act 1989; to make further provision for the registration and regulation of charities; and for connected purposes. 

Council of Ministers (Amendment) Act 2019

AN ACT to uphold and support the rule of law, and the independence of the judiciary, on the Island; and for connected purposes. 

Income Tax Legislation (Amendment) Act 2019

AN ACT to confirm certain temporary taxation orders; to amend the Income Tax Act 1970; and for connected purposes. 

Town and Country Planning (Amendment) Act 2019

AN ACT to amend the Town and Country Planning Act 1999 to make provision for national policy directives; to clarify the matters for which provision may be made in a development procedure order and the circumstances in which an application for planning approval may be referred to the Council of Ministers; to provide for a community infrastructure levy and the constitution of the planning committee; and for connected purposes. 

Tynwald Proceedings (Amendment) Act 2020

AN ACT to amend the Tynwald Proceedings Act 1876 to make provision about compulsion to give evidence, produce documents or supply information relating to proceedings in Tynwald and about the competence of witnesses in respect of those matters; and for connected purposes. 

Public Sector Pensions (Amendment) Act 2020

AN ACT to amend the Public Sector Pensions Act 2011 to remove the requirement to obtain consent for the making of certain schemes; to extend the definition of schemes and provide for the amendment of existing schemes; and for connected purposes. 

Emergency Powers (Amendment) Act 2020

AN ACT to amend the Emergency Powers Act 1936 so as to amend the procedure for emergency regulations, confer jurisdiction on courts of summary jurisdiction generally over offences under the Act, to provide for the imposition of fixed penalties, for the temporary continuation of emergency regulations at the end of a state of emergency and to make provision postponing local elections until 2021; and for connected purposes.

Tynwald Day will be a very different event this year! As the 5th July is a weekend, Tynwald will be held on Monday 6th July. The revised ceremony will start at 10.30am. All are welcome to attend but please be aware there is no grandstand seating and restricted parking areas.

Unfortunately the extra activities such as the fair, the Viking Village, and entertainment across St. John's associated with Tynwald Day won't be happening.

The President of Tynwald, The Hon S C Rodan OBE MLC, has announced that the Tynwald Day Ceremony will take place at St John’s on 6th July 202, albeit in a considerably modified form.

In order to comply with social distancing guidelines, there has been a necessary reduction in the number of people who can take part in the Ceremony, but essential elements of the Ceremony will remain.

On arrival, His Excellency, the Lieutenant Governor, will lay a wreath at the National War Memorial and a minute’s silence will be observed.

The Ceremony on the Hill will begin in the normal way with the Royal Anthem. The First Deemster will then direct the Coroner of Glenfaba and Yn Lhaihder to fence the Court before the Lord Bishop leads prayers, a change to the usual proceedings.

The Coroners will take their oaths; the Acts will be promulgated in English and Manx and petitions will be presented.

In the interests of social distancing, petitioners will not be able to come to St John’s; instead they will be asked to submit their petitions in advance. Any petitions which are received by a date to be specified will be ceremonially presented on behalf of the petitioners, and will be considered and published soon after Tynwald Day in line with normal practice.

The National Anthem will be sung and the departure of His Excellency will mark the end of proceedings.

Parking

Parking for the general public will be available at St John's - see map.

Disabled Parking

There will be a designated area at St John’s School for reserved parking for persons in possession of a disabled badge. If you wish to apply for a parking pass (free of charge) please contact the Tynwald Administration Office 685500 or enquiries@tynwald.org.im The passes will be distributed on a first-come first-served basis and despatched two weeks prior to the Ceremony.

Bus Services To/From St John's

On Tynwald Day the Public Holiday bus service operates with additional services to St Johns.

Extra buses are provided which operate between Douglas (Lord Street), St Johns and Peel via Union Mills and Crosby to provide a bus every 15 minutes from Douglas between 0907 and 1107 and then every 30 minutes until approximately 1807 hours.  An hourly service operates during the evening. Return buses to Douglas operate every 30 minutes until 1910. 

An additional morning Service 8 journey operates from Port Erin and Castletown to St Johns and Peel - with a return journey in the afternoon.

Please note that Station Road will not be closed on July 6th 2020 however parking restrictions will be in place.

Due to Covid restrictions there will be no Grandstand during the 2020 Ceremony.

There are two ways to submit a petition to Tynwald, a public petition and a Petition for Redress. If you wish to submit a petition please contact the Clerk of Tynwald first so that he can advise on how to ensure your petition is in order.

Media Releases - Tynwald - Tynwald Day Your Way

The Tynwald Ceremony Arrangements Committee has decided that due to the lifting of social distancing on the Island from Monday 15th June, we will now be issuing press passes for Tynwald Day. The caveat to this change is that, if before or on 6th July social distancing or other restrictions come into force, passes will be withdrawn in order that those restrictions can be complied with.

For Tynwald Day 2020, passes will be required for anyone attending the Tynwald Ceremony in the capacity of journalist or photographer. Persons who are not accredited will not be permitted to enter the ceremonial precincts.

Completed applications must be received no later than Monday 29th June. If your application is successful, you will be able to collect your press pass from this office when you have been contacted to confirm collection is possible.

The Tynwald Day Ceremony 2020 will still be in a modified form with less participants than usual and no enhancements or Tynwald Fair. There will also not be a press stand this year.

Manx Radio will broadcast the proceedings and Greenlight will film to produce a livestream audio-visual – highlights of which will be available to other media organisations later in the day as usual.
