Acts for Promulgation - Tynwald Day 2018

There are 14 Acts for Promulgation in 2018: 

Bills of Exchange (Amendment) Act 2017 which amends the Bills of Exchange Act 1883.

Equality Act 2017 which reforms and harmonises equality law; provides for increasing equality of opportunity and makes further provision about employment law.

Insurance (Amendment) Act 2017 which amends the Insurance Act 2008.

Fraud Act 2017 which makes provision for, and in connection with, criminal liability for fraud and dishonestly obtaining services.

Income Tax Legislation (Amendment) Act 2017 which confirms certain temporary taxation orders and amends various enactments relating to income tax.

Police (Detention and Bail) Act 2017 which provides for the calculation of certain periods of time for the purposes of Part IV of the Police Powers and Procedures Act 1998.

Statute Law Revision Act 2017 which makes minor amendments to the Legislation Act 2015, the Interpretation Act 2015 and other enactments and repeals spent and redundant enactments.

Casino (Amendment) Act 2018 which permits the revocation of casino licences for noncompliance with legislation relating to money laundering and the financing of terrorism; permits the variation of such licences and confers additional discretion on the Council of Ministers in relation to deposits for casino concessions.

Gambling (Anti-Money Laundering and Countering the Financing of Terrorism) Act 2018 which enhances regulatory oversight of the gambling sector’s compliance with legislation relating to money laundering and the financing of terrorism.

Customs and Excise Act 2018 which provides for the application in the Island of legislation concerned with customs and excise, value added tax and import, export and trade controls; amends the Customs and Excise Management Act 1986; permits the Treasury to disclose information in further cases and amends the Terrorism and Other Crime (Financial Restrictions) Act 2014.

Dogs (Amendment) Act 2018 which amends the Dogs Act 1990 to impose a requirement for dogs to be micro-chipped and to abolish dog licences.

Road Transport, Licensing and Registration (Amendment) Act 2018 which amends the Road Transport Act 2001 and the Licensing and Registration of Vehicles Act 1985.

Council of Ministers (Amendment) Act 2018 which amends the Council of Ministers Act 1990 to provide that the Chief Minister shall be appointed by the Governor on the nomination of, and from among the members of, the House of Keys and empowers the House of Keys alone to pass a vote of no confidence in the Council of Ministers.

Safeguarding Act 2018 which establishes a Safeguarding Board to support the safeguarding of children and vulnerable adults, and promotes such safeguarding.

The latest programme of activities and events happening on Tynwald Day 2018 is shown below. This will be updated if anything changes before the 5th.  

The traditional Tynwald Day ceremony begins officially around 09.45 when the participants in the parade assemble at St John's School ready to march up to line the processional way. The Lieutenant Governor arrives just after 10.30 and receives the Royal Salute and inspects the Guard of Honour before laying a wreath on the War Memorial. Further details can be found in the Order of Proceedings.The service in St John's Chapel begins at 11.00 following the Order of Service.  

Following the service the outdoor part of the ceremony begins with processions to Tynwald Hill. During the ceremony on the Hill the Acts are promulgated, Coroners are sworn in and there is an opportunity to present Petitions for Redress. Those assembled then process back to the church for a sitting of Tynwald, during which the Acts are captioned and the Tynwald Honour is presented

Bus Services To/From St John's

On Tynwald Day the Bank Holiday bus service operates with additional services to St Johns.

Extra buses are provided which operate between Douglas (Lord Street), St Johns and Peel via Union Mills and Crosby to provide a bus every 15 minutes from Douglas between 0907 and 1107 and then every 30 minutes until approximately 1807 hours.  An hourly service operates during the evening. Return buses to Douglas operate every 30 minutes until 1910. 

An additional morning Service 8 journey operates from Port Erin and Castletown to St Johns and Peel- with a return journey in the late afternoon. Details are shown in Tynwald Day Bus Services shown in Bus Travel Info Updates on the Bus Vannin website bus.im.

Parking

Parking for the general public will be available at St John's - see map.

Disabled Parking

There will be a designated area at St John’s School for reserved parking for persons in possession of a disabled badge. If you wish to apply for a parking pass (free of charge) please contact the Tynwald Administration Office 685500 or enquiries@tynwald.org.im The passes will be distributed on a first-come first-served basis and despatched two weeks prior to the Ceremony.

4th July  - Tynwald Ceremony Rehearsal

09:30-11.00: Station Road from the Tynwald Inn junction to the Patrick Road junction 09:30-11.00.

09:30-14:00: A1 from a point outside the entrance to the Arboretum Car Park westwards to its junction with Station Road.

5th July - Tynwald Day - Road Closures

10:00-14:00: A1 Ballacraine to St Johns Main Road, extending westwards from a point opposite the west gable of the former Ballacraine Hotel to its junction with Station Road.

14:00-16:00: A1 from a point outside the entrance to the Arboretum Car Park westwards to its junction with Station Road. 

10:00-16:00: Glen Mooar Road from the A1 Douglas to Peel Road to its junction with Brack and Broom Lane.

10:00-10:30 and 12:30-13:30: Station Road from the Tynwald Inn junction to the Patrick Road junction for the forming up and dissolution of the parades. 

17:00-23:00: Glen Mooar Road from the A1 Douglas to Peel Road to a point at the rear of Tynwald Hill indicated by barriers.

5th July - Tynwald Day - Traffic Restrictions

08:00-22:30: Clearway Glen Mooar Road, length of Glen Moar to its junction with the Poortown Road.

16:00-22:30: Glen Mooar Road from its junction& with the Glen Mooar Loop Road to its junction with Brack and Broom Lane, one-way traffic system - Southerly.

16:00-22:30: Brack and Broom Lane from its junction with the Glen Mooar Road to its junction with the Glen Mooar Loop Road, one-way traffic system - North-Westerly. 

16:00-22:30: Glen Mooar Loop Road from its junction with Brack and Broom Lane to its junction with the Glen Mooar Road, one-way traffic system - North-Easterly.

Tickets for a grandstand seat are £4 each which includes a Tynwald Programme. These may be purchased, in person, from the ground floor reception of Legislative Buildings from 10th June 2019. Opening hours are of Legislative Buildings are 9-5, Mon-Fri.

Alternatively, tickets can be reserved by phone and may be collected from the Information and Ticket point at St. John's on Tynwald Day.

Tickets for the grandstand will also be available to purchase from the Information and Ticket point until 10.15am on Tynwald Day.

The Information and Ticket point is located on the back fairfield behind the Grandstand.

There are two ways to submit a petition to Tynwald, a public petition and a Petition for Redress.​

There is a page on the public website designed to guide anyone through the process. In all cases the Petitioner  should contact the Clerk of Tynwald to ensure the petition is in good order.
