Acts for Promulgation - Tynwald Day 2013

[Dogs (Amendment) Act 2012 which amends the Dogs Act 1990.

Road Traffic and Highways (Miscellaneous Amendments) Act 2012 which amends Acts connected with road traffic and highways.

[Casino (Amendment) Act 2012 which amends the Casino Act 1986 to allow   the issue of temporary premises certificates enabling gaming to take place on specified premises for a specified period and makes minor amendments to other Acts.

Fisheries Act 2012 which re-enacts with amendments and further provisions Acts connected with inland and sea fisheries.

Gambling Duty Act 2012 which makes new and consolidated provision for the administration of excise duty on gambling.

Legal Aid (Amendment) Act 2012 which amends the Legal Aid Act 1986 and the Advocates Act 1976.

Partnership (Amendment) Act 2012 which amends the Partnership Act 1909 in respect of the accounting requirements for limited partnerships.

Companies (Beneficial Ownership) Act 2012 which requires certain companies to appoint nominated officers to hold information about beneficial owners of such companies and requires members to provide the information to the nominated officers.

Company and Business Names etc Act 2012 which concerns the names of certain bodies and businesses.

Heavily Indebted Poor Countries (Limitation on Debt Recovery) Act 2012 which limits the recovery of certain debts against certain poor countries and territories.

[Town and Country Planning (Amendment) Act 2012 which amends the Town and Country Planning Act 1999 in regard to the Protected Buildings Register.

Moneylenders (Amendment) Act 2012 which amends the Moneylenders Act 1991 to widen the powers of exemption from the requirement to register under that Act.

Law Officers Act 2013 which concerns the discharge of the functions of the Attorney General.

Income Tax Act 2013 which confirms temporary taxation orders and repeals some spent taxation Acts and amends or repeals other taxation Acts.

Cash in Postal Packets Act 2013 which amends various Acts to make provision for cash contained in postal packets and adds definitions in the Post Office Act 1993.

Licensing (Amendment) Act 2013 which amends the Licensing Act 1995 in respect of the disposal of liquor seized from minors and drinking in public places.

Financial Services (Miscellaneous Amendments) Act 2013 which amends the Financial Services Act 2008 and the Collective Investment Schemes Act 2008.

Children and Young Persons (Amendment) Act 2013 which makes further provision about parental responsibility for children.

The traditional Tynwald Day ceremony begins officially around 09.45 when the participants in the parade assemble at St John's School ready to march up to line the processional way. The Lieutenant Governor arrives just after 10.30 and receives the Royal Salute and inspects the Guard of Honour before laying a wreath on the War Memorial. Following the service the outdoor part of the ceremony begins with processions to Tynwald Hill. During the ceremony on the Hill the Acts are promulgated, Coroners are sworn in and there is an opportunity to present Petitions for Redress. Those assembled then process back to the church for sittings of Tynwald, during which the Acts are captioned, and the House of Keys. There are two ways to submit a petition to Tynwald, a public petition and a Petition for Redress.​

There is a page on the public website designed to guide anyone through the process. In all cases the Petitioner  should contact the Clerk of Tynwald to ensure the petition is in good order.

Following the success of last year's family themed day Tynwald Day 2013 promises once again to have something for all ages. After the formal proceedings of the open air Tynwald ceremony, the entertainment and activities programme will include some annual favourites, such as the Grand Manx Dance and dog agility trials, alongside attractions including the Play People, a circus skills company, a Take Part in Art project running in the Bunscoill, watch manx dancing by a group called And Sometimes Y, all the way from Massachusetts, and listen to the Côr Meibion Llanrwst a'r Cylch (Llanrwst and District male voice choir).

Manx National Week runs from the 29th June - 7th July 2013 and includes the Manx National Day - Tynwald Day on 5th July.
